13.44

此真言，諸佛大力也。此大力是何等耶？即是如來十力，一切力中最大自在也。如來云何得此十力？謂從大慈而得此十力，故言此力從大慈所生也。

This mantra is the great strength of all buddhas. What kind of strength is this great strength? It is the Tathāgata's ten powers, the greatest mastery among all powers. How does the Tathāgata obtain these ten powers? It means that through great benevolence he obtains these ten powers; therefore it is said that this power is born from great benevolence.
