The verse says:
'Flower pavilions and high multi-storied mansions,
And various excellent ponds and gardens':
If one cannot obtain such blessed grounds as described above, one must not simply stop; one should select superior places in the secular realm: if dignified and pure, one may perform the rites. 'Pavilion' refers to that which sentient beings since high antiquity, out of a sense of shame, built not wishing to expose their private faults, and which can also shelter their bodies to protect themselves and protect others. 'Multi-storied mansions' refers to the elevated, level, open spaces atop multi-storied buildings in the Western regions. 'Ponds' refers to clean ponds and marshes with many water-born flowers, delighted in by both humans and non-humans. 'Gardens' refers to parks and groves, lush with many renowned fragrances, soft grass, and fragrant trees, quiet and secluded, capable of shielding against noise and vexation. All of these are also secondary. Furthermore, if one sees a practitioner who, although not yet entered into other pathways of upāya, nonetheless possesses shame and conscience by nature, constantly able to protect themselves and also protect others, or whose mind is clear, easy to know, and has few obstacles, so that even when committing a fault they can confess it to others, seeking their own purity without concealing anything—such a person may also be transmitted [the teachings]. Moreover, 'pond' has the meaning of an insatiable thirst for water, meaning that although this person has not yet tasted the deep Dharma-flavour, they can listen and receive with an open mind, thirsting and yearning without satiation. 'Garden' is a place where many people wander and sightsee, meaning that this person is by nature very compassionate and fond of practicing benevolent aid, being someone to whom all turn and rely upon for shelter. All these belong to the Mahāyāna disposition, and may also be fashioned [into suitable vessels].
