The verse says:
'Where the Rightly Awakened Ones, Pratyekabuddhas, Teachers,
And the noble assembly of Śrāvakas
Have once traversed these tracts of land,
Constantly praised by the Buddhas':
If they are blessed sites of mountains and springs where the noble ones once trod, they naturally belong to the superior category above. What is meant here is: although not superior places like those above, places where the Buddhas, Pratyekabuddhas, and Śrāvaka disciples attained the path and nirvāṇa, or dwelt for a long time, are next best. For example, in the Western regions, the eight stūpas and the vestigial traces of the noble assemblies of the three vehicles are very numerous, all constantly guarded, venerated, and circumambulated by devas of great majesty, just as minor ghosts dare not linger where the Prajñāpāramitā Sūtra resides; hence the ritual efficacy is easily accomplished. 'Praised by the Buddhas' refers to cases such as mountain abodes of ṛṣis where the World-Honoured One prophesied that the path could easily be attained therein. Furthermore, if a person has already generated bodhicitta, that itself is the birthplace of all Buddhas, and is also the place of attaining the path, turning the wheel of the Dharma, and entering parinirvāṇa, as well as the place of dwelling long within to extensively benefit sentient beings through the four deportments. Although they have not yet heard the secret treasury, merely obtaining the common practice-sites of the three vehicles is also called auspicious. That is, contemplating inherent emptiness, signlessness, and wishlessness, without self, person, sentient being, or soul—this is the place where the two vehicles attain the path and enter nirvāṇa, and also the place where the Bodhisattva of various Jātakas gave up body and life to practice the pāramitās; in all such places one may make a maṇḍala. Furthermore, conceiving the thought of having attained extinction in the belief that one has attained nirvāṇa is the tract traversed by Śrāvakas and Pratyekabuddhas; if one cannot find someone who seeks bodhicitta exclusively, one should level and prepare such ground to paint the maṇḍala born of compassion.
