Just as the wheel of syllables rotates and accomplishes [its work], mutually forming a single body, so also does the wheel of seals: the body is likewise. Therefore, when one understands the meaning of the round mirror maṇḍala, one immediately understands the meaning of turning the wheel of the Dharma within the secret treasury. When one turns this wheel of the Dharma, with a single voice one awakens sentient beings throughout the worlds of the ten directions; therefore it is said, 'blowing the great conch of the Dharma.' In the Sanskrit pronunciation, within the word for 'pervading,' there is both the meaning of 'sound' and the meaning of 'blowing forth,' and furthermore the meaning of 'causing to be heard universally.' 'Divergent intellect' is the intellect of conceptual discrimination. 'A mind without doubt' means that doubts and regrets are forever exhausted, and one abides in true knowledge. Because one abides in true knowledge, one is able to make an unfailing lion's roar, revealing to humans and devas the path of the supreme practice of mantras. If you are able to make such an aspiration, at all places and at all times, in order to repay the great benevolence of the true Dharma and proclaim the Buddha's benevolence and virtue, you are then a messenger of the Tathāgata, performing the Tathāgata's deeds; therefore, all vajradharas will protect and be mindful of you. Furthermore, as for your mind-king, at the time of the initial path of the luminosity of the Dharma, when attaining buddhahood and turning the wheel of the Dharma, there are already immeasurable and boundless vajra-knowledge seals circling and assisting, jointly protecting and upholding it—how much more so the majestic power present when the ultimate mind-king of Vairocana attains buddhahood? Therefore, for the sake of this Dharma, you must generate great diligence.
