The Bhagavat turned the true wheel of the Dharma by virtue of ten meanings, as explained at length in the *Avataṃsaka* and elsewhere. The Sanskrit says *pravaraṇ tu vara*, which means 'exquisite' and 'superior'—that is, foremost in the world, with nothing surpassing it; hence it says 'most unsurpassable'. Furthermore, whatever the Bhagavat preached was entirely on account of the one great cause and condition; hence it says 'most unsurpassable'. All worlds had never heard it from the beginning, nor could they turn it; hence it is called 'extraordinary'. 'Unprecedented' is properly expressed in the Sanskrit text as 'rare and wondrous'; here it is rendered by grasping the meaning. Crossing over all states of existence himself, he also caused boundless sentient beings to dwell in their final bodily existence, even putting an everlasting end to the coarse existence born of mind. You now are also like this: if in this life you attain the Sarvanīvaraṇaviṣkambhin samādhi and the dhāraṇī of speech, when you give rise to sovereign supernatural powers, you will also be able to turn the wheel of the Dharma like Vairocana; hence it says, 'you now obtain a celebration identical to that'.
