"At that time Vajrapāṇi addressed the Buddha, saying: 'Just as I know the meaning taught by the Buddha, the Bhagavat, I also likewise know the abiding in the positions of one's own maṇḍala. The Bhagavat, the Lord of the Honored Ones, manifests majestic power to have those positions established; thus no one dares conceal or obstruct the Tathāgata's instructions. Why is this? Because by this samaya of the Buddha, all mantras are mastered, which means abiding in the nature.'" That is, Vajrapāṇi addressed the Buddha, saying: "This mighty Acala Vidyārāja (who is the 'Lord of the Honored Ones') is able to perform such formidable deeds, is able to effect subduing, and serves as an emissary who transmits the Tathāgata's secret teachings." Just as when the fundamental deity belongs to the Buddha division, he sits within a golden wheel and the like; if one acts in this manner, it will surely be made efficacious. This "manifesting majestic power" refers to efficacy. "To have them established" means here that if one acts in this way, it will surely be made effective. Throughout all births and deaths, it will be universally heard and known, and none will dare conceal or obstruct this mantra. Therefore, by the vajradharas' great power and majesty, nothing dares conceal or obstruct it. This means that because this honored one is efficacious, all virtuous deeds undertaken are accomplished, and all obstructors dare not conceal or obstruct what the Tathāgata has instructed. The deeds to be done are also the samaya of the Buddhas of the ten directions and the three times. All of us vajradharas must also perform what ought to be performed, and according to this samaya, not dare to let it fail or decline. Why is this? Because this is the lineage of the vajras; therefore we constantly abide in this Dharma. Just as the four castes each have their own family rules, and if one loses the family rules one is not called respectful and obedient to the teachings of one's ancestors and is called a wicked son by worldly people—now, this great, heroic subduing of the difficult-to-subdue and proclaiming of the difficult-to-believe teaching is the custom of our vajra family lineage, namely the family rules of the Tathāgata's lineage. These bodhisattvas of the mantra gateway, the practicing bodhisattvas, who abide in their fundamental positions and perform all tasks—this is Vajrapāṇi's intention of encouraging practitioners by his own example. As for the deeds that we ought to perform, if a practitioner who upholds mantras also abides in this position, it is called the family rules of the Tathāgata. Through immeasurable gateways he should subdue all obstacles, so that none dare conceal or obstruct the Tathāgata's Dharma. This practitioner also emulates the honored ones: if he wishes to perform subduing, he must personally become the honored Acala, abiding in a wheel of fire, and so forth. The Buddha said: "So it is, Lord of Secrets! It is just as you have said." This is his affirmation: truly it is as you have spoken.
