Here, "practice" means that through this practice one can summon the great virtues of all Buddhas. Just as a worldly hook has a specific location and limit, and cannot pervade all places to perform summoning, now the Tathāgata's hook is not like that: it extends universally to everything, with nowhere it does not empower, even able to summon the fruit of great bodhi. In short, it completely fulfills all Tathāgata virtues and universally summons all sentient beings, also causing them to attain this path. Therefore the next line says "pervades all harm": "harm" means hooking and subduing what remains. Pervading and harming all those who are untamed, it causes them all to advance toward the sublime fruit in the practice of bodhi and attain fulfillment.
