First, explaining the title: being able to clearly remember and retain within the practicing mind the procedures that are cultivated is called "holding" (chi). Being able to recite with the mouth the procedures that are cultivated is called "reciting" (song). "Procedures" (fazhe) are the causal mind that is capable of holding. The retribution and fruit attained are ultimately never in error; therefore they are called "procedures." Saying that the dharma held and recited is itself the dharma is a karmadhāraya compound.
