"Seeing" refers to the substance of consciousness. "The conditions of seeing" are the faculties, which are the predominant conditions (adhipati-pratyaya) because they can generate consciousness. "The characteristics of what is conceptualised" are the sense objects, which are the objective conditions (ālambana-pratyaya) because they draw forth and generate consciousness. The text below says: "The characteristics of thought are dust, and the sentiments of consciousness are defilement." Alternatively, seeing is the faculty, the conditions of seeing are the objects, and the characteristics of what is conceptualised are the consciousnesses; these faculties, objects, and consciousnesses are the eighteen dhātus, encompassing everything, which are the "dharmas arisen from causes and conditions" in Nāgārjuna's four lines.
