Countries and sentient beings are the two retributions: the environment (dependent) and the body (primary). They all exist due to the discrimination of false thoughts. If one is free from thoughts, there are no marks of any objective realms whatsoever. The Avataṃsaka Sūtra says: 'Sentient beings falsely discriminate; / there are buddhas and there are worlds. / If one comprehends the true nature of dharmas, / there are no buddhas and no worlds.'
