循，順也。法爾，猶自然也。真妄染淨，性相違背，非使之然，法爾如是也。

To 'accord' (xun) means to conform. 'Naturally as they are' (fa'er) is like saying spontaneous nature. The true and the false, the defiled and the pure, have natures that run contrary to one another; it is not made to be so, it is naturally thus.
