A bodhisattva of the tenth stage sits on the flower-king throne, on the verge of achieving correct enlightenment; they still require another Buddha to expound the teaching for them to hear and be perfumed by, enabling them to sever the final subtle ignorance. Therefore, Avalokiteśvara manifests the tenth-tier other-enjoyment body to expound the Dharma for them. 'Supreme resolve' (adhimukti) refers to giving assent and seal of certainty regarding a determined realm, not being diverted by other conditions; this refers to the moment when the utmost fundamental non-conceptual wisdom is about to become complete, hence called 'supreme resolve.' Yet once this bodhisattva ascends to the abodes, although in the causal stage, they can already manifest bodies of higher stages to expound the Dharma for them; because of this perfect realization, one stage is all stages without shallowness or depth, and hence they can manifest them.
