6.57

國，域也，大曰邦。邦，封也，有功者封於是也。邑即是縣，五官六官各有所典，皆為宰官。斯則葺治邦家，移訓風俗，剖判決斷，民無枉撓也。

'Guo' means territory; a large one is called a 'bang'. 'Bang' means fief, where those of merit were enfieffed. 'Yi' means a county. The five bureaus or six ministries each have their charge, and all are official magistrates. These repair and govern state and family, shift and instruct customs, and adjudicate with clear decisions, so that the people suffer no distortion or grievance.
