尸羅云戒，毘尼云律。由依律法防非止惡，故名為戒，即二百五十戒也。
'Śīla' is called precepts, and 'vinaya' is called discipline. Because one relies on the rules of discipline to guard against wrongs and cease evils, it is called precepts—namely, the two hundred and fifty precepts.
