戒根圓淨，過累不拘，故云自在。以此為足遊履十界，妙用現前，隨欲利益，故名願心。
The roots of the precepts are completely pure and unhindered by faults or entanglements; hence it says 'sovereignty.' Taking this as feet to roam the ten realms, wondrous functions manifest before him, benefiting others as desired; therefore it is called the mind of vows.
