餘處所說，加行屬內凡，未證聖性故。今經從乾慧地來便名聖位，何但加行？故此特云妙圓加行。

As taught elsewhere, intensified practice belongs to the internal ordinary beings (antaḥ-pṛthagjana), because they have not yet realized the noble nature. This sūtra, from the stage of dry wisdom onward, already terms them noble stages—how could it be merely intensified practice? Therefore it specifically calls them "wondrous, consummate intensified practices."
