All dharmas are fundamentally true and have never arisen; it is through conceptual discrimination that one sees dharmas arise. If one can leave conceptual thought behind, one sees that sentient beings, mountains, rivers, and lands have fundamentally realized Buddhahood; hence it says 'actually fundamentally true and pure.' Although this is so for those who return to the origin, those who have not yet returned each create karma and receive retribution according to the delusion of seeing. Therefore the text below says: 'These sentient beings, not recognizing their original mind, undergo this transmigration, and through measureless kalpas fail to attain true purity, all because they comply with killing, stealing, and sexual misconduct. When they reverse these three, there arises the absence of killing, stealing, and sexual misconduct. Having [them] is named the category of ghosts; not having [them] is named the destiny of devas. Having and not having displace each other, giving rise to the transmigratory nature.' Thus it says, 'because of that false seeing, deluded habits arise,' and so forth.
