9.111

「阿難！是諸天上各各天人，則是凡夫業果酬答，答盡入輪。彼之天王即是菩薩遊三摩提漸次增進，迴向聖倫所修行路。」

"Ānanda, the various heavenly beings in each of these heavens are ordinary beings repaying their karmic fruits; when the repayment is exhausted, they enter transmigration. Their heavenly kings, however, are bodhisattvas roaming in samādhi, gradually advancing, whose path of cultivation is dedicated toward the noble ranks."
