問：前四禪王亦是權化，通凡夫耶？答：四禪天王必兼凡聖，如前文說「五不還天、四禪天王獨有欽聞，不能知見。」此約一分凡夫所說，故知兼二也。

Question: Were the kings of the four preceding dhyānas also provisional manifestations, or do they include ordinary beings? Answer: The kings of the four dhyāna heavens must comprise both ordinary beings and nobles. As the earlier text stated: 'The five Non-Returning Heavens and the kings of the four dhyāna heavens only hear of them with admiration, but cannot see or know them.' This was said in reference to one part who are ordinary beings; hence we know they comprise both.
