Regarding one who, though a government official, receives the Mahāyāna precepts: the sūtra says, "When one wishes to receive the station of king of a state, up to when the hundred officials receive their stations, they should first receive the bodhisattva precepts; all ghosts and spirits will protect the king's body and the bodies of the hundred officials." Relying upon the master and serving him in the way of a father and elder brother, he is therefore called "disciple". "Grand Master of Remonstrance" is the present Remonstrator. Promoting the worthy and advancing the capable, greatly upholding and putting forward men, he is therefore called "Grand Master". The Secretariat and Chancellery are the names of two ministries. Harmonising and making luminous the affairs of state administration is called "Joint Manager of Affairs". "Transcribed" (bishou 筆授), also written with [the variant] shou 筆受, refers to brushing onto paper in the literary style of this land what was delivered from the Sanskrit text, compiling, stitching together, and polishing it so that it accords with human sensibilities without departing from correct principle.
