As for "always with great compassion": this is praise. All three sages possess great compassion, all have pity, and all rescue; nevertheless, speaking specifically, the Tathāgata takes great compassion as the realm of the dharmakāya, Guanyin as the illumination of wisdom, and Mahāsthāmaprāpta as the covert perfuming of the power of merit; yet all are fully endowed with compassionate pity and salvific aid.
