1.11

「消伏」等者，消謂消除，伏謂調伏。三障，通名毒害。經云「消除三障，無諸惡力。」即是用。又生善故言力，滅惡故言用。此呪消除三障，用也；顯發三諦，力也。

As for 'eliminating and subduing' and so on: 'eliminating' means getting rid of, and 'subduing' means bringing under control. The three obstacles are collectively termed 'poisonous afflictions.' The sūtra states: 'Eliminating the three obstacles, having no evil powers'—this is its function. Furthermore, because it produces good it is called power, and because it extinguishes evil it is called function. This dhāraṇī eliminates the three obstacles—this is its function; it reveals the three truths—this is its power.
