1.41

「足前十二」者，謂自、他、護法，各具延、祈、願三，是十二也。問：護法既是如來付囑，何故亦約三業論標心等請？答：經雖付囑，而行人豈無為護正法請觀音耶？

"Complementing the previous twelve" means that self, other, and protecting the Dharma each possess the three of welcoming, praying, and vowing, making twelve. Question: Since protecting the Dharma is the Tathāgata's entrustment, why are invocations such as setting a conscious aim also discussed in terms of the three karmas? Answer: Although the sūtra gives an entrustment, could practitioners not also invoke Avalokiteśvara for the sake of protecting the right Dharma?
