The sūtra says "sixteen persons": these are the peers of the Worthy Head. The sūtra says "Maitreya," which means the Compassionate One, because unconditioned great compassion gathers in all dharmas. However, all the bodhisattvas fully possess all virtues; in order to guide beings to return their minds, each displays a distinct name. Being able to understand in this way, one then sees the various bodhisattvas within one's own mind. The Vimalakīrti says: "The liberation of all Buddhas should be sought in the mental actions of sentient beings." This is precisely what it means.
