Regarding the sūtra's [words] 'the body emitting water and fire', this refers to manifesting the eighteen transformations: water emerging from the upper body, fire emerging from the lower body, and so forth. Regarding the sūtra's 'giving rise to three kinds of pure minds of sambodhi', these are the minds of the Path of the three vehicles. Regarding the sūtra's 'in a dream' and so forth: dream means the dream-like samādhi. When the samādhi is accomplished, one can see Avalokiteśvara, which refers to persons in the stages of resemblance and partial realization. Regarding 'like a great fierce wind' and so forth: the samādhi is like a fierce wind, and evil conduct is like dense clouds. 'Being born before the Buddha' means emerging from the womb of the noble ones at the first abiding stage; this is the noumenal explanation. In terms of literal phenomenal explanation, it means being reborn in the pure land, transformationally born in a lotus flower before the Buddha; hence the sūtra says 'taking transformation birth in a lotus flower as father and mother'.
