代宗睿文武孝寶應元聖皇帝特　勅令天下僧尼誦尊勝真言。奉　勅語京城修功德使李元琮，天下僧尼誦佛頂尊勝陀羅尼，限一月日誦令精熟，仍仰每日誦二十一遍，每年至正月一日，遣賀正使具所誦遍數進來。

Emperor Ruizhe Wenwu Xiaobao Yingyuansheng (Daizong) issued a special imperial edict ordering monks and nuns throughout the realm to chant the Uṣṇīṣavijayā Mantra. [It states:] An imperial instruction has been reverently received, directing the Commissioner for Cultivating Merit in the Capital, Li Yuancong, that monks and nuns throughout the realm are to chant the Uṣṇīṣavijayā Dhāraṇī, limited to a period of one month to chant it until thoroughly proficient; they are further directed to chant it twenty-one times daily, and each year on the first day of the first month, an envoy offering New Year congratulations shall be dispatched to present a report detailing the number of recitations performed.
