述曰：第十希垂救濟。上來雖有十段不同，總是第一善住天子請世尊說，從此已下，即是天帝釋請世尊說也。
The commentary says: Tenth, hoping for deliverance. Although the above consists of ten different sections, they all constitute the first part: the devaputra Susthita's request for the World-Honoured One to speak. From here below is Śakra Devānām Indra's request for the World-Honoured One to speak.
