應滅擯者，亦犯重已，舉來至僧，因有難起，未得加法，故律名入波羅夷說中。若雖犯重，僧未委知；而別人內知，未被紏舉。或不自言，僧不知犯重；眾內一人知者。則非僧數，並入應滅擯中。

One who ought to be expelled: this also refers to one who, having committed a grave offense, is brought before the saṃgha, but because difficulties arose, the procedure could not yet be applied to him; hence the Vinaya terms him 'included in the pārājika pronouncement.' If, although having committed a grave offense, the saṃgha does not yet know it in detail, but an individual knows it privately and he has not yet been investigated and accused; or if he does not say it himself, the saṃgha does not know he committed a grave offense, yet one person in the assembly knows it: then he is not counted in the saṃgha, and all such cases fall under those who ought to be expelled.
