Regarding the punishment of an intractable horse: The Vinaya states that if a bhikṣu commits an offense, regardless of whether it is light or heavy, and obstinately claims he does not see it, the saṃgha should abandon him and question him no further, saying to him: “Wherever you stay, we shall also censure you, record your own confession, and not permit you to perform the upoṣadha or pravāraṇā. Just as when a horse trainer encounters a vicious horse that is hard to tame, he pulls up the tethering peg and abandons it, so it is with you, bhikṣu: failing to see your own offense, you are completely abandoned in the same way.” Such a person should not seek permission [to participate]; this very [refusal of] permission is expulsion in accordance with the Dharma.
