Regarding lack of robes and bowl: The Dharmaguptaka Vinaya says: If one has no robes and bowl, it is not called receiving the precepts; if one borrows robes and bowl, one should pay the value. The Pañcavargika-vinaya says: Have the owner relinquish them. Nor does it clarify whether one obtains them or not. Now, relying on the Sarvāstivāda, it is maintained that one obtains the precepts. Question: If so, why must one have robes and a bowl? Answer: First, for deportment. Second, to generate faith and reverence in the other person; just as when a hunter wears a kāṣāya, deer see that he wears an extraordinary garment and have no fear in their hearts. Third, to manifest a distinctive appearance, as the inner virtue is also distinctive. Citing that to prove this, the texts cannot be reconciled. The Dharmaguptaka Vinaya says, 'it is not called receiving the precepts'; these are differences between schools. If one recites the Daśādhyāya-vinaya karman and relies on its allowance, it is established. In times of urgency, this causes no harm. In the past, people inferred the meaning based on the section on upādhyāyas in the Dharmaguptaka: if one knows that borrowing robes and bowl renders receiving the precepts invalid, one does not obtain the precepts; if one does not know, one obtains them. This is merely human judgment, and ultimately contradicts the Vinaya text; if one reveres the Buddha's words, one should receive them again according to the Dharma.
