官人者。《僧祇》：有名有祿、有名無祿，此彼國不得度；有祿無名，餘處得度；無名祿者，一切俱聽。準此，俗人來投出家，理須為受。

Regarding government officials: The Mahāsāṃghika-vinaya states: Those with title and stipend, or with title and without stipend, may not be ordained either in this or that country; those with stipend and without title may be ordained elsewhere; those with neither title nor stipend are entirely permitted. Based on this, when a layperson comes seeking to go forth, in principle one should confer [ordination] upon him.
