若結篇正罪，窮諸治罰，必令束其方便，攬成業果；使量據覈其實情，輕重得於理教；則斷割皎然，更何蕪濫。此別名持犯也！

If we determine the specific class of offense and carry out all the punishments, we must constrain the preliminary expedients and take into account the fruition of karma; we must measure and examine the true circumstances so that lightness and heaviness accord with principle and teaching; then the judgment will be lucid and clear, free from any confusion or laxity. This is the specific designation of observance and transgression!
