Precept nineteen: using water with insects. There are four conditions: first, it is water containing insects; second, knowing that there are insects; third, not performing the filtration procedure; fourth, transgressing according to whatever use is made. The Vinaya states: 'If one throws grass or earth into water containing insects.' If there are insects in curds, whey, fermented barley water, or vinegar, and one uses it to pour over mud or grass, or if one throws grass or earth into it, all are pāyattikas; instructing another is also the same. The Pañcavargika-vinaya states: 'According to each insect used, each is a pāyattika.' In the Vinaya, if one throws grass or earth into the water, according to the fish and insects in the river or pool, each is a pāyattika. The Mahāsaṃnipāta states: 'The bodies of animals are as minute as a tenth of a fine speck of dust, up to large ones of hundreds, thousands, or tens of thousands of yojanas.' The Mahāsāṃghika-vinaya states: 'If the insects are minute, filter it three times; if there are still some, discard it. If one uses water, one should inspect it closely every day; if there are no insects, one may then use it, because the generation of insects is not fixed: either they were previously absent and are now present.' The Pañcavargika-vinaya states: 'As for water with insects, it refers to what is retained by a water-filter and can be seen by the fleshy eye; if one uses the water, for each insect it is a pāyattika. Without a water-filter, one may not travel half a yojana; if one lacks one, one should filter it using the corner of one's robe.' In the Vinaya's non-offenses: not knowing there are insects and conceiving the thought that there are no insects; if the insects are large, stirring the water by hand to cause the insects to leave; or if one sprinkles the ground with filtered water, or instructs another to filter it—in all such cases, there is no transgression.
