Regarding the aforementioned observance by abstention in reference to the two teachings, practical matters within the prescriptive category are of two kinds: first, practical matters that can be learned under prescriptive abstention, such as sexual misconduct extending to three objects, theft distinguishing four owners, and so forth; second, prescriptive action, such as the material and dimensions of robes and bowls. Second, practical matters that cannot be learned: due to confusion and delusion of mind, being unclear about the object, and so forth—this sets aside earlier interpretations (formerly, practical matters were regarded as unlearnable; now, it is due to mental conceptions being confused and forgotten that they cannot be learned. All minds and objects can be learned, but confusion is not something learned and understood; hence the Buddha made total allowance). Regarding the permissive category, practical matters apply to both above: as for what can be learned, such as the cubit measurements of lodgings, or the size of extra robes. As for what cannot be learned, the practical matters are the same as mentioned before; but because of confusion and forgetfulness, there is no violation of the teaching; since earlier and later thoughts change, an indeterminate offense is therefore concluded.
