Second, the small assembly. The Daśādhyāya-vinaya states: four persons make a small assembly; if receiving another's repentance, there is no simple motion, and one merely verbally asks those nearby. In the 'Settlement of Disputes' of the Dharmaguptaka Vinaya, a small assembly is two or three persons. Even if there are four persons, they only conform to a minor rite; because the Mahāsāṃghika-vinaya precisely decides five persons for a nissaggiya pācittiya, as explained in the preceding fascicle. In establishing the rite there are seven parts, where one must request the repentance procedure (the rest are the same as above): First, explaining the invitation of the repentance master, entirely like that of the great assembly. Second, the one receiving repentance asks those nearby to obtain harmony, comparing to that in nissaggiya pācittiya. Third, explaining the name, type, and characteristics of the offense. Fourth, the actual renunciation of the offense, its text reading: 'May the venerable one be single-mindedly mindful! I, bhikṣu so-and-so, have committed the thullaccaya of touching a woman's clothing on her body, not remembering the count (if remembered, state it), and now disclose before the venerable one, not daring to conceal it...' The rest of the words are as ordinarily described. Fifth, the reprimand. Sixth, making the vow. Both are the same as above.
