When the standards of the Dharma are applied to the world, reverence and admiration are thereby established. Modesty, courtesy, and restrained respect are the foremost precepts of secular etiquette; humility, deference, and disciplined deportment are the very beginning of the doctrinal school. How could the outward marks of form and attire justify insolence and ignorance? It is truly because paying respect has proper methods that one is able to reform and purify! Therefore, the Ekottarika-āgama states: 'When the two dharmas of shame (hrī) and remorse (apatrāpya) abide in the world, people respect one another. For this reason, bhikṣus should diligently train together in them.' Lately, as times have changed, sentiment has grown shallow, and propriety and righteousness have vanished. Petty monks of mean capacity presumptuously take their place at the head of the assembly, while elders of venerable age suddenly descend to the lower ranks; physical strength is mistaken for wisdom, and rhetorical floridity is designated as supreme talent. Who can adequately speak of such presumption and deception? Therefore, I have briefly cited and outlined these matters to serve as an enduring, clear admonition.
