初中，前明畜眾。《四分》：尼滿十二歲，欲度人者，應白二羯磨，請尼僧聽許。不乞者，受具，犯墮；依止、式叉、沙彌尼，吉羅。比丘通結吉羅。其乞法與白二法，如常所顯。若得羯磨已，一年中度一大尼，一六法，一沙彌尼，一依止。隔年又得，義須重與法也。

In the first part, raising a following is explained first. The *Dharmaguptaka* states: A bhikṣuṇī who has completed twelve varṣā and wishes to ordain others should perform a jñaptidvitīya-karman to request permission from the bhikṣuṇī-saṃgha. If she does not request it, conferring upasampadā is a pācittiya offense; conferring dependence, the śikṣamāṇā status, or the śrāmaṇerikā precepts is a duṣkṛta. For bhikṣus, it uniformly incurs a duṣkṛta. The formula for the request and the jñaptidvitīya procedure are as standardly presented. Once the karman is obtained, she may ordain within one year one fully ordained bhikṣuṇī, one trainee in the six rules, one śrāmaṇerikā, and grant one dependence. She may do so again after skipping a year, which in principle requires granting the ritual authorization anew.
