The precept against accusing a person [before authorities]. It is constituted by four conditions: first, going to the place of a lay official; second, accusing a layperson; third, presenting the matter in words; fourth, having an indictment drawn up—she commits [an offense]. The Dharmaguptaka Vinaya states: Going to an official to contest rights and wrongs together, if the adjudicator has an indictment drawn up, she commits [a saṃghāvaśeṣa]; if it is stated orally, it is a thullaccaya. The Samantapāsādikā states: A nun goes with a kulapati to an official's place and says to the kulapati, "You state the facts"; if he speaks, the nun commits a duṣkṛta. After the kulapati speaks, if the nun speaks afterward, it is a thullaccaya. If the kulapati speaks again, whether the nun gains the verdict or not, all are saṃghāvaśeṣas. If the kulapati accuses the nun, the official summons her, and the official himself decides awards and confiscations, the nun does not commit an offense. If a nun goes to an official's place to accuse a person, causing the official to fine property, according to the amount, an offense is committed and she should make restitution. If property is seized from her and she seeks protection from an official without speaking names, and the official investigates on his own, finds them, and penalizes them, there is no offense. If a person enters a monastery and cuts down trees, one must not seize the knives and axes; their value should be returned. The Pañcavargika-vinaya states: If a nun is mistreated by someone, she may tell her parents or powerful relatives so that they may protect her. The Daśādhyāya-vinaya states: Before an adjudicator, if out of resentment she scolds and reviles the person originally struck, it is a saṃghāvaśeṣa; if she speaks to other persons, it is a thullaccaya.
