Second, investigating them by allowance and prohibition: the teaching extends through the two ages. Therefore the text below states: "Because the Bhagavat is an omniscient person, after prohibiting he allows again, and after allowing he prohibits again." This is the teaching that applies to the future! As in the Pañcavargika-vinaya: "Although something was prohibited by me, if it is not considered pure in other regions, it should not be applied; although something was not prohibited by me, if it must be practiced in other regions, one cannot but practice it." This was the teaching while the Tathāgata was in the world! Yet these two teachings blend together, mutually encompassing one another.
