2. The material substance being in accordance [with the Dharma]. It must be thick, sturdy, well-processed, and dense. If it is fine, thin, raw, loose, patterned damask, brocade, gauze, sheer silk, or fine pongee, these are all illicit materials. The Vinaya states: "An embroidered robe does not constitute [a robe that can be] formally taken and held." The Mahāsāṃghika-vinaya states: "All raw, loose animal hair, tree-bark garments, grass garments, and leather garments do not constitute [robes]." The Wubai wen states: "Raw silk cannot be used to make it; but if it does not reveal the body, it is permissible, provided that the making conforms to the Dharma." The Mahāsāṃghika-vinaya states: "When dragons wear the kāṣāya, they are spared the disaster of the garuḍa birds; but if it does not accord with the teachings, what is worn will have no efficacy."
