The *Dharmaguptaka Vinaya* states: 'For bhikṣus in border regions, five matters are specially permitted: 1. Five persons who uphold the Vinaya may confer full ordination (because the saṃgha is scarce, taking three years to gather). 2. Wearing multilayered sandals (because there is much sand and gravel). 3. Bathing frequently (to produce worldly wholesomeness). 4. Spreading wild goat skin, white sheep skin, and deer skin as bedding (because that region lacks other bedding). 5. Allowing a bhikṣu, once a robe comes into his hands, to count a full ten days [to purify it] (because there is no one available before whom to do so).' The Vinaya states: 'In the east there is a country named Baimutiao; beyond it, this is permitted.' (Note: The *Illustrations of Tribute-Bearing Offices* of the Liang dynasty states: 'The country of Baimutiao in the Western Barbarians came to present tribute.' Thus this country lies to its east; and where border monks are numerous, if one relies on the original permissive rule, the Vinaya establishes a formal offense; only where no monks can be found at all is it blameless to apply this rule by extension.)
