[The text] cites the Vinayadvāviṃśatividyā-śāstra. It says that just as the Buddhas establish precepts, in each individual precept one must discern five marks: first, the location of origin (that is, the country); second, the person of origin (that is, the first offender); third, the establishment of the precept (that is, the prātimokṣa); fourth, the distinction of the established precept ("If one commits this offense, one may not reside together"); fifth, the decisive judgment of right and wrong (offending in three locations). "Not looking at another's face" means that judgment is impartial and upright, not accommodating personal sensibilities. "Roughly the same as above" means harmonizing with the preceding three matters from the Daśādhyāya-vinaya. The first two marks are the same as the "original arising" above; the third is the same as "enactment of the precept and subsequent enactment"; the fourth and fifth seem identical to the "extensive explanation"; because they are not completely identical, it is called "roughly". The subsequent text points to the extensive exposition, which is as cited above.
