In the direct clarification, the first passage describes above the breadth of the text. The entire Vinaya comprises sixty fascicles in all, hence it is called "vast and extensive". Below, it indicates the essentials of practice, hence it says "the overarching drift". The preceding prātimokṣas for monks and nuns, along with the later Vinayavibhāga, are practices of maintenance through cessation. The texts from the twenty skandhakas onwards are practices of maintenance through action. The text mostly clarifies violations, but the intention lies in fulfilling maintenance; inverting the two maintenances above yields the two violations. How could the essentials of the school's division exceed this? Hence it says "only".
