In the third part: the words of the verse—the first three lines rejoice in encountering the Triratna, and the last line rescues sentient beings. All four say "pleasant" (快), and pleasant means joyful. Meeting a Buddha is the most difficult, hence it is called "foremost." Being able to hear the correct Dharma blocks the three evil paths in the near term and clears away the two kinds of death in the long term, hence it is called "peace and security." Harmonious in affairs without dispute, governing with equality, hence it is called "quiescent cessation." The upper three rejoice for oneself, and the lower one rejoices for others, which means benefiting both. For the words "peace and happiness," the Commentary on the Chapter for Nuns has "liberation." The note directs paying homage and dispersing. The Commentary on the Chapter for Nuns additionally adds the three refuges, which should now be followed. The above ten sections of transactions are all based on the primary texts. Moreover, they were deliberated upon and arranged by the sagely mind. Nowadays, various Vinaya centers arbitrarily make alterations. They cling to the wrong as right, and regard the right as wrong. This stems from a chronic lack of investigation, and furthermore from having no clear discernment oneself. Or they mostly treat them with neglect, shelving them and not practicing them; even when they do practice them, it is treated like an onerous task; worldly entanglements can be abandoned, yet without hesitation they rush toward them; the correct Dharma should be revered, yet instead they treat it with contempt and sloppiness. The ropes of karma grow ever firmer, and the sea of suffering ever wider; vainly wasting their heaven-given lifespan, they are truly pitiable.
