略法中，初科。緩急兩相，事在高座；緩則可進，急則宜否；並準上緣，須令應教。文中，初雙標。緩下，牒釋。急緣語通多種，如下所明。

In the abbreviated procedure, the first section. The two aspects of leisure and urgency are matters for the high seat; when there is leisure one may proceed, but when there is urgency one should not. Both must conform to the teaching in accordance with the circumstances mentioned above. In the text, it first designates both. Below "leisure...", it repeats and explains. The term "urgent circumstances" covers many types, as explained below.
