第七門約機明教，標舉中。若約人稟教，則道通俗局；若約教被人，則化通行局。今從後義，故云立教通局。

Regarding the heading of the seventh section, "Clarifying the Teachings according to the Capacities": If viewed in terms of persons receiving the teaching, the monastic path is broad while the lay path is restricted; if viewed in terms of the teaching covering people, conversion is broad while regulation is restricted. Now, following the latter meaning, it is called "the breadth and restriction of establishing teachings".
