In the procedural method, the first text: one who possesses the five qualities is called 'one of five virtues'. The first four concern the mind and are called common virtues, because they apply to all; the fifth concerns affairs and is called a specific virtue, because it is restricted according to the specific affair. Conforming to one's own wishes without partisanship, one is without favoritism; going against one's mind without resentment, one is without malice; thoroughly understanding the teaching without doubt, one is without fear; knowing circumstances and adapting to changes, one is without delusion. 'Knowing what can be allocated, etc.': this may be discussed regarding persons—fully ordained monks can be allocated, while malicious bhikṣus and śrāmaṇeras cannot; or it may be discussed regarding places—rooms can be allocated, while communal places cannot; to speak more generally, one must thoroughly understand the whole procedure of allocation from beginning to end to be fit for assignment. From 'karmavācanā' downward, it cites the formula, which can be understood.
