In the third: first, counting and knowing the rooms. The manager who undertook construction, whether he initiated the building or repaired it, may select as he pleases to reward his labor and merit; the 'Chapter on Bowls and Implements' states: 'When the room built by the managing bhikṣu is finished, he is given the room to live in, moving once every ninety days,' and so forth, as detailed there. From 'after' downward is the second, allocating them in order of seniority. From 'if there are' downward clarifies that when people are few and rooms are many, they are allocated repeatedly. From 'therefore' downward clarifies that further allocation is useless, so they are ordered to be left vacant. Question: 'Since it is according to what one pleases, may one take the place where one previously resided?' Answer: 'If one takes the previous residence and obtains it through the regular allocation, in principle there should be no fault. However, the original intention of the teaching was fear of attachment to dwelling places; if one can relocate, moderating oneself in accord with the Dharma, it depends on the individual.' From 'if malicious' downward is the third, clarifying the screening of persons. From 'at that time' downward is the fourth, showing the strict prohibition.
