尼來中。言犯重者，僧殘戒分，望下為言。身既有過，不堪自恣也。今時尼法，節制不行；幸而聞之，無復見矣。

In 'the nuns coming': speaking of 'committing a grave offense' refers to saṃghāvaśeṣa precepts, spoken in relation to what is below. Since her person has an offense, she is unfit for pravāraṇā. Nowadays, the rules for nuns are not enforced; fortunately we can hear of them, but we no longer see them [practiced].
