The text of this entire work encompasses all three baskets of the canon. The primary intent of its textual substance, however, is solely devoted to the Vinaya precepts. Therefore, one must set forth the fundamental tenet and manifest its supreme virtues, so that students have a place to dedicate their minds and their efforts are not wasted in vain. Hence this chapter is placed at the head of the fascicle. 'Setting forth' glosses 'pointing to'; 'tenet' is precisely the precepts. Question: Among the four types listed below, which one is the tenet? Answer: If discussed specifically, only the dharma is the tenet; below it says 'essence of the tenet', or 'essence of the dharma'—since tenet and dharma are invoked interchangeably, what doubt can there be about the specific reference? If discussed generally, all four are tenets, precisely because the precept-dharma subsumes the other three. 'Manifesting virtues' means citing doctrinal characteristics extensively to praise the efficacy of the precepts, causing [practitioners] to recognise what they originally received and diligently protect it. This corresponds to the section below saying that following the precepts ensures the dwelling and maintenance of the Triratna, explaining the matters of a bhikṣu, which can be seen when reaching that text. Commentaries of the past all took 'Setting Forth the Tenet' as sectioning the Sangha-essence, which gravely loses the textual intent, as will be critiqued later. Now it is explained that this chapter points out the tenet of study and encourages its upholding and honoring; it runs through all chapters and generally initiates the three practices. For this reason, the title in the Bhikṣuṇī Manual says 'Exhorting Study'. Verifying this by reference to that, only then can the sage's intention be seen. When students approach the text, they must apply their minds even more; its guiding and elucidating instruction is of the utmost precision and detail. If one truly wishes for the eye of wisdom to open clearly and the path of learning to be unobstructed, failing to master this will render the rest entirely in vain. Strive onward! The interlinear note has two meanings: first, it opens the chapter, because this chapter is not separately divided; second, it explains the title, because two gates are combined into a heading, and fearing people might not understand, it is therefore noted and explained.
